Gaming PC help!

So I've decided I want to get more into pc gaming (I currently have a fairly low end laptop that cant run too many games) because I'm sick to death of Xbox. I want it to be able to handle Skyrim and Diablo 3 on at least high settings and spend no more than like $700, is this possible?? Thanks
