[Build Help]Looking to purchase an HD monitor...need help.

I don't know much about monitors, I have never bought one for myself, but I'm looking to buy a new HD monitor. Something like 21.5-24" and willing to spend maybe 200-300 bucks MAX. If anybody has any insights it would be very helpful. EDIT: I am a gamer, I forgot to mention that here.
