2001 Impala won't start, but it doesn't seem to be a battery related problem

I've had some problems with the battery draining in this car, so I've gotten used to having to get a boost now and then. Today I went to start the car and when I turned the ignition, the lights, radio, etc. all came on but nothing happened. I called my brother and tried to boost the car but after quite some time trying, waiting, trying again, etc. it still wouldn't start. As well, there seemed to be a bit of a whirring noise coming from the car when I tried to start it. I'm not sure if it's the starter or not since I've only really had battery-related issues after two years (other than basic maintenance). Any advice is helpful and much appreciated!
