Can someone exchange my Amazon Payments money for PayPal money?

I have around $30 in my Amazon Payments account, but I don't have my bank account information properly added into Amazon Payments. My PayPal works fine and it'll be a while before I can get Amazon to work well with my bank account.

I have money in there from an Amazon book sale and from an Amazon-owned site called mTurk (mTurk.amazon.com).

Can I send someone money from my Amazon Payments to your Amazon Payments in return for the same amount of money being sent to my PayPal? It would be greatly appreciated.
