[TOMT][Song]Crappy mp3 link in comments

My buddy found this song on a random cassette had had stashed away. He ripped it off this old cassette to mp3 and uploaded it, so I apologize in advance for the quality. If anyone can identify the artist & title it would be greatly appreciated. Thanks in advance.
