Is anyone else having a problem with wildly flucuating ping?

In one round I saw my ping as low as 40-something and as high as 1500. Rubber-banding was the worst I've ever seen in this game. Sometimes I'd glitch to adjacent rooms and then back again. Once it lagged so hard I stared at an RPG rocket suspended in mid-air for about ten seconds.

Is this a problem on my end? If so, what caused it and how can I fix it? My specs are bare minimum, but aside from low FPS (30-40 is pretty much as good as it gets,) it's always run smoothly until tonight.
