Did Movespeed Masteries Break This Patch?

I got on my Ryze who has both the Initiator (+3%) and Swiftness (+2%) masteries, but regardless of what boots I was using, I only got +2 flat movement speed. Did movespeed masteries break?

EDIT: Posted bug on the bug reports forum with screenshots.
