STDs?

In the CDC government docs, they say to decrease or have a normal rate of sexual activity with so many partners to avoid STDs. It seems that the reports advise around being careful. But who contracts the first STD? If you have sex with a couple of people and they don't have herpes, you might be safe. But what about the person that actually has herpes? How did they get it?
