AI Fleets move during my turn?

I'm currently in a single player game, at war with a faction of Sowers. I'm having trouble killing their fleets, since as soon as I get my fleet into the system they're in, they turn and move to a different system in the middle of my turn. Unless I missed something, I thought everyone was supposed to move in their own turn. What gives here?
