Can Heimerdinger get some QoL changes?

He is one of my favorite champions and I feel that some slight stat buffs (HP/lvl, or stronger base armor/MR) could bring him back as a viable champion. I think his kit is a lot of fun and I don't think it needs an overhaul, but the lack of a game changing ultimate at lvl 6 makes him underwhelming in fights until he's very farmed or later in the game when your team can dictate where to fight (5v5 fights are usually happening mid and late game).

His lack of an escape and slowest base MS in the game make him a far too easy target in mid for ganks (any jungler who can towerdive lvl 6 basically ensures a kill).

To survive team fights I find myself needing even more HP after rushing a RoA. A typical build for me is going boots-> catalyst-> RoA -> Giant's belt -> Deathcap -> Warmogs/Rylais. With possibly a Chalice somewhere in there. You end up sacrificing a lot of damage early on since building flat AP (sorc boots, 2 dorans, deathcap) is untenable; even with optimal positioning you're still going to get engaged on by a team with gap closers and die almost instantly.

His passive is pretty useless after lvls 1-4; it's almost as good as a regrowth pendant starting out so you can heal back trades early on. But throughout the game you never really find yourself healing your turrets or towers since it's more or less a waste of time. If I could change one thing about his kit it would be to change it into something that either gives him more of an escape (speed buff after casting a spell) or some kind of buff (When Heimerdinger is near his turrets his spells do +10% more damage/ he receives 10% less spell damage).

So some base stats and scaling changes would be appreciated for us Heimer players out there. None of these basic changes would take him from being UP to OP, they would just make him much more playable with the current gamestyle. All I'm asking is to just be able to play him without been seen as a troll pick/auto-loss.
