Does SWTOR currently have legacy leveling bonus (pre 1.3)

Sorry for the stupid question. I unsubbed a few days before they implemented the first wave of the Legacy System. I remember reading somewhere, that at one point you will be able to get some kind of leveling bonus through the Legacy System. I was wondering, is that currently in the game or is that coming out with 1.3? Thanks in advance.
