Thoughts on helicopters

Does anyone else find it odd that scout helicopters, which should be small and maneuverable, move more slowly than attack helicopters, which should be slower and more ponderous by comparison? It makes attack helicopters more powerful than they should be, and scout helicopters less powerful than they should be.
