My 4g bars stay grey and I can't connect to the internet

This is usually the case, I have been able to use almost no data lately. My phone is Galaxy Nexus, Verizon, running 4.04. This problem has been recent, the first few months I had no problem connecting. It might be related to 4.04, I am thinking. I have seen some people having trouble when switching from WiFi to 4g (haven't been able to find a fix for that though), and that could be the case, I have no idea. I don't really know what that is opposed to anyway; of course when my phone goes to 4g it's coming off WiFi. I guess they mean as opposed to turning your phone on in the first place in a 4g area?

Turning the phone off/on doesn't make the bars turn blue; toggling WiFi or airplane mode doesn't make the bars turn blue. These are all areas where I know I have had good signal, and my phone will even display full bars, they just never turn blue. Any help?
