How will 1.3 affect UHC? Teleportation in particular

Just heard about teleporting in vanilla Minecraft being part of the 1.3 release http://www.minecraftforum.net/news/532-minecraft-mojang-news-teleportation-spleef-world-cup/ and wondered how much of a game changer that would be for UHC or whether it would break it completely. It seems the command is /tp playername x y z - so theoretically you could tp your enemy anywhere anytime... or am I getting the wrong end of the stick. I didn't understand the 'allow cheats' option that was mentioned either. Has anyone used the latest snapshot on a server?
