Why can't computers function on tertiary code (-1, 0, 1)?

I understand Binary code and I know computers very well i was just wondering why does it have to be Binary code (1 and 0) and not 1 or 2 or 1.6 or -7? Also if a hypothetical language like that would exist like form numbers 1 to 10 what do you think it would look like?
