Opinion on "Red Hood and the Outsiders"?

I was considering catching up on the new Red Hood comics, but I wanted to know some opinions of it? I guess I don't really get the concept. Is Jason Todd a hero now? Or does he still kill people? If so, does Batman not care anymore? Any info would be great!
