97 Cherokee sport not starting

My 97 Cherokee doesn't want to start. It goes like it wants to start, but doesn't turn over all the way. Was working fine earlier in the day. What things should i check for? Thinking it might be neutral safety switch, crankshaft position sensor or fuel lines. Thoughts/advice?

Edit: Check engine light is on, but it's for O2 sensor.
