Is this a good gaming PC?

MOBO: GIGABYTE M68MT RAM Patriot 8GB DDR3 RAM @ 1333 Mhz GPU: GIGABYTE GV-N550OC-1GI GeForce GTX 550 TI HD: Hitachi 250 GB HD 7200 RPM OPTICAL: Lite-On Internal 24X DVD Writer Tower: Thermaltake V2 ATX Mid Tower Case with 450W PSU Wireless: Zonet ZEW1642S 802.11N Wireless PCI Adapter

I don't know much about how a computer actually works and what affects what. So lets put it this way, would I be able to play Skyrim on good settings? Would It still be good in a year or two? Or require upgrades in some areas? Please tell me if anyone knows, or refer me to someone that can tell me. I'm thinking about getting this off craigslist. Also is $500 dollars a good price? I'm pretty sure I can haggle it down to 400-450. Thanks for your help if you help me :D
