[META] A fund for those left unpaid?

I want to put all my spare cash in the future into starting a fund aimed at reimbursing those whose loans went bad - perhaps up to 90% of the original loan in question if it's a large loan?

Just had this idea because those left unpaid who took a chance on a random stranger often say they will never lend again, and that's sad for those of us who really need help. I don't know how I'd start this, though.

Obviously, we'd need a committee to look over each application for reimbursement, and transparency so that anyone can check how much is in the fund. What services are good for this?

Oh, and proof that the loan remains unpaid (a link to the unpaid post, and a record of all the messages sent and ignored or rebuffed should suffice, I guess).
