Our society has changed drastically, I went to a college graduation today and the clothes that people wear were outrageous. Has this really become this really become the norm?

At a local college graduation today, I notice several people that were very rude and disrespectful to the dean and the graduates. No this was not a Yale nor Harvard university but a local university. Has people really lost their mind and forgotten to turn off cell phones and dress approperiately anymore. I think when attending thing function proper clothes should be required. Ex business casua. Am I really wrong to think this? I saw a man dress in cut off shorts and an old t-shirt, with flops to attend the graduation. I even heard phones ring after the dean of the college asked them to be turned off/ silent.
