[Wizard] Sleet Storm (Ray of Frost rune) is my favorite spell. Help me make it work!

So I love the animation for Sleet Storm and would love to use it in a build sometimes (even if it's not completely optimal).

I tried using it in the crit/blades tank build instead of star pact and it kind of worked but I'm sure it could be improved.

Any thoughts or ideas on how we can make this work better? :)
