[TOMT] [video game] best guess is late 90's, involved an undead male main character with a bare skull for a head, and only one eye.

I think one level had lots of clocks and gears, and in another you had to kill a giant glass dragon thing with arrows, and possibly a sword.

I'm drawing a complete blank as far as the name of it, but I'd really like to be able to find it and play it again.
