If I plan on transferring to a different course..

Should I just take the courses the people in that course are taking? For example, lets say I plan on transferring into Commerce, but I'm enrolled in Arts. Should I just take commerce courses? Not really sure how transfer works :S Also, how do I know when I can transfer, like 1st year or 2nd year? Is there a website?
