Can someone explain some stuff to me?

So I started playing DoD and I am really enjoying it but have a a few questions. What with all the people screwing up the chains with bullshit like "Kawaii" "desu" "Dave striderrrr" "dirk/jake" and other other shit like this.? Also I report people for stuff like like but if they get reported a few times do they get banned or can this shit on on forever?
