Strange trend in GTS...

I've been looking through the GTS recently, and I noticed a strange trend. Now I can understand a lot of silly children asking for really high-leveled and legendary Pokemon in exchange for their weaklings. But what I'm seeing are a lot of requests for under-leveled Pokemon, specifically Reshiram and Zekrom. And it's not just a few people here and there. There are A LOT of requests for either of the dragons at level 9 or under. Am I missing something here? Do these people just want hacks or what?

TL;DR- Why do so many people want under-leveled legendary Pokemon (Reshiram & Zekrom mostly) in the GTS?
