Why does my sister not learn to ask deep questions?

My sister is an all around good student. One thing I noticed from the Toronto public school system (Toronto), is that the system doesn't teach the students how to question. She is 10 years old BTW. It's mainly just follow, follow. I've never heard her question about the things she learns rather she'll say she doesn't like what she learns and finds it boring.
