Do you think by putting a fire ban in effect it encourages arsonists?

I'm in colorado where we've had dry weather and recently they put into effect a fire ban. Since then, we've had several man started wildfires. Coincidence? I think not. I think that by saying "no you can't have fires" it just makes crazy types of people start some. Anyone else see my logic?
