90's movie about a gang...tinman?

I remember watching a movie in the 90s and I can't remember the name or if it has an IMDB entry.
All I can remember is that it was about a kid who ended up joining a gang, or trying to join a gang, and the gang was called something like "Pack 13" or "Pack 16" or something. I remember there was something about a "Tin man" character...I think... anyone know what it might be
