Percentage of cheaters on Xbox Live?

I got in an argument today with my buddy about how many "cheaters" there were on xbox live. (By cheaters we mean anyone with modded systems, hacks, etc.) He was saying he thought about one player in every ten games is using some sort of hacks. I don't think the number is anywhere near that.

Any input you guys can give? Anybody with any experience with hacks?
