[TOMT] [MOVIE] Movie where music is banned and something with a musical box ?

For years i been trying to remember the name of a movie i saw around ?95-98? and i cant remember much of it. It had something to do with music being banned, and a music box. its set before 1920 i think, cause i remember there being some electricity, but almost no cars. And at the end there is a huge crowd singing. It centers around a little kid finding a music box, and how it sparks her/his interest in music ( which is banned ). Been dying to figure out what movie it was and why i loved it as a kid. Help me, your my only hope now that google has failed me.
