Why are there no South American servers?

Let's not jump to the gun about the title. I mean it in a serious way. It's not EVERY game, but occasionally, I will end up with a South American person on my team. Some of them are rude, some of them are not, that is irrelevant. What my point here is someone playing from South America will often speak very little English, if not any. Europe was given a separate server, and China and Korea too. I just find it a bit frustrating to not be able to communicate with my teammates. And yes, sometimes they are not from South America, but the majority are, since most other foreigners have their own servers.
