Is it now fastest to farm ilvl 63 items in Act I now due to 1.0.3?

I have found that I can kill several elite packs in Act I faster than I can kill a single elite pack in Act III/IV. Given the drop rates are around 2% and 8% respectively, does it make sense to farm in Act I now?
