What happens to people in this country when they get caught "doing it" in public places?

We can assume that the people are of legal age and have enough decency to not do it in the middle of a crowded area, that they'll look for a somewhat discreet place that isn't just a bathroom or a home or smth.

What are the punishments for different levels of actions, from simple momols, to groping, to oral, to straight up penetrative? In contrast, what if it's only one person pleasing themselves (since there are stories I've heard of psychos like those)? At which of these stages will police get involved and when will there be a threat of arrest and/or jailtime?
