New 2022 Mexico City police cars. These are authorized to write tickets for traffic violations.

Alright, badly worded, point.

In Mexico, there are many police corps at every level. Not every state/municipality officer can do traffic tickets, only traffic police (policía de tránsito, commonly referred to just as "tránsitos"). A different corp can hold you but needs to wait for traffic to show up for any actual ticket. These cars are only for Traffic Police.
