Question about copy-spells(one specifically about Increasing Vengeance)

I'm not quite sure what things like Reverberate do. I understand that when reverberate resolves, it adds a copy of the target onto the stack. Why is it that copying an Increasing Vengeance cast from graveyard doesn't give you a double copy spell, but certain things like Fireball(With an X cost) have their other effects copied.
