Is anyone else getting a constant (NP-2244-2) error in the Playstation Store?

This error shows up any time I try to purchase a game or app from the store. Google search shows this is a common problem, but solutions to it are much more difficult to come by. Has anyone else struggled with this, and perhaps found a solution?
