[TOMT][Movie] African-American Crime Drama where a girl is shot in a crossfire and the "villain" of the movie talks to the audience

Might be obscure as hell but I randomly remember seeing clips of this in the late 90s or so.. Been googling everywhere for anything that fits it, none of the "large hitters" in the "hood movie" genre seem to fit.

Other things I remember is that the father of the dead girl is a bus driver and that the girl dies on the stairs up to her home. Thanks for any and all help
