Why do driver's licenses expire?

So I was just looking into renewing my license and apparently you can do it only and they'll send you a new one in the mail (in my state anyway). I'm not updating any information on it and they do not require a new photo.

So why the hell must licenses expire and be renewed... for the life of me I can't figure it out.
