After the financial crisis of 2008, who specifically is in charge of prosecuting those responsible, and for which specific crime(s)??

I keep hearing that Obama is a bad president for not prosecuting anyone after the 2008 crisis, but frankly, I'm not sure that it's his job OR if he even has the power to do that. So if not the president, then who? And what for specifically?
