Can I pull off short, platinum blonde hair? Help!

Hi guys! This is my first post. I'm bored of my hair. For a while now, I've been wanting to cut my hair very short and go platinum blonde. Do you think I could pull it off? My hair is already very light (it was practically white when I was a little kid). My concern is that I also have pale-ish skin and very light, sparse eyebrows. Also, I don't know if I have the right face shape to go short. My hair is kind of thin and fine. Help me!!
