Why doesn't the Democrat controlled Senate pass bill after bill that does the same thing: extends all tax cuts under $250K. This forces the (R) House to vote down tax cuts for 99% of people!

I know the Democrats tried this last year, but why not pass more than one bill. If they kept making new bills so that they could make an ad every day saying, "today the Republicans voted down or refused to look at extending tax cuts for 99% of the American people, just like yesterday and the day before. The Democrat senate has approved it. The president wants to sign it. We have tried over 10 bills and the Republicans keep raising your taxes! They won't even considering lowering taxes for 99% of the people unless the richest few get them too."
