Silent CPU Coolers/Build

I was thinking of replacing the stock cooler on my i3-2120 because I'm getting obsessive with making my system as silent as possible and atm the loudest part is the stock cooler.

I imagine that replacing the stock cooler would be cheaper than getting a brand new case such as the Corsair 550D or Fractal Design R3 etc. I'm currently using a BitFenix Shinobi.

So my question buildapc is, what inexpensive CPU coolers do you recommend that are much quieter than the stock cooler? And any other ideas on how to make it quieter without breaking the bank?
