How do you make water not look like shit?

Does anybody have any clue how to get water to look right? I can't get reflections going no matter what I try. I've tried putting commands in autoexec.cfgs, feeding commands into the console, and could not get my water any better.

Pressing escape in game, going to options --> video --> advanced has water reflections on simple, and the menu does not allow me to change anything at all.
