Log connections

Hi Reddit,

so management decided that they want to implement a system to log all connections of all employees. They want to see who is spending their time on facebook, youtube and reddit. I'm an apprentice IT technician, and I never worked with a system like this. I am not really sure what funcionality I need here. How do you handle this situation? What systems do you use? Does it make a (legal) difference if I log/monitor the connections of employee A or if I log all connections and see "30% of the employees use a lot of facebook, better block that"?

We are a small company with about 30 people and we use MS Windows Servers if that is of any interest.
