[TOMT][Novel] Boy saves butterflies

A book I read in elementary school, probably written in the mid 90's. The main character was a teenage boy. The cover had a blue butterfly sitting on a stump that had an axe in it. In the story the boy stops the town from cutting down a local forest to save the butterflies, I think. As I recall, in one part he turns on the TV in his house so there's some background noise so he doesn't feel lonely. In another he's in a circle and people are passing around a joint. there also may have been a love interest. Also I think his Mom may have been sick. It was such a grown up story for my age and I really really liked it, but I can't seem to remember the name. Thanks for reading!
