How to get back at. . .

Ever have one of those moments where you wonder what the best way to get back at some jerk is? I often find that when you share the story like 4 months later someone has some hysterical solution?

Well guys I need your help. This jerk in my apartment complex parks his car backwards and terribly crooked in the handicap spot (yes he has a handicap plate) and blocks the ramp. My issue? I have a super sweet older neighbor who uses an electric scooter to get around. Recently she was stranded for almost 2 hours (most of us work 9 to 5) after going to get her mail and couldn't get up the ramp because of this jerk. She didn't have her cell on her and it took over two hours for someone to notice she was stranded in the parking lot.

Any thoughts on how to get this jerk back?
