The Fate of Pax Twisted

I've always desperately wanted Pax Twisted Fate, finally saw one on eBay and am fairly certain I will never obtain one unless he's re released. My question is if anyone knows what Riot plans on skins handouts for Pax Prime. Also if their is a new skin for a champ will they tell everyone, or will it only be discovered by those that attend. Let the Cards be with you.
