I'm paying for 6mbps Internet but my Steam downloads at 735kbps. Is this normal?

I'm paying AT&T $30 a month for 6mbps download speeds. But when I'm using steam to download games/updates and what not its only 735kbps on average (1.2mbps at highest). I already set my settings for download region and speeds correctly. Speedtest.net results are normal however.
