Can someone help me find the name or materials from my childhood?

A long time ago in China (late 80's), I used to watch a Japanese imported tv show that was kind of like power rangers but with only 1 ranger. He was red and wore a latex style outfit. His super power was being able to stop time for 60 seconds. Every time he transformed, he would fire out of his central base tank cannon. The tank had a crew and was futuristic but the setting was in dinosaur times. I think he had a gun as well..

If only I could see something from this again, my head would explode!!
