Canadian here. How do commercials work in the U.K.?

I noticed watching top gear on Netflix that an episode is 60 minutes long. Over here an hour long episode will only be able 42 minutes of content with the rest of the time being commercials. So when do they show commercials for 60 minute show in the uk.
